NATIONAL SERVICE TRAINING PROGRAM (NSTP)
The National Service Training Program (NSTP) is a program in the Philippines that aims to develop the youth’s civic consciousness, defense preparedness, and values formation. It was established to address the need for the country’s youth to actively participate in nation-building and to instill a sense of nationalism and social responsibility.
The NSTP was created through the passage of Republic Act No. 9163, also known as the “National Service Training Program Act of 2001.” This law was signed on January 23, 2002, by then-President Gloria Macapagal-Arroyo. The NSTP Act of 2001 repealed the Reserve Officers’ Training Corps (ROTC) program as a mandatory requirement for college students and introduced a more comprehensive program that offered three components: the Reserve Officers’ Training Corps (ROTC), Literacy Training Service (LTS), and Civic Welfare Training Service (CWTS).
The NSTP Act of 2001 aimed to involve the Filipino youth in various activities that promote national development and encourage them to contribute to the community. It recognized the importance of education, leadership, and social awareness in nurturing responsible and productive citizens.
Since its establishment, it has become an integral part of the tertiary education system, requiring students to complete NSTP units as a graduation requirement. The program has contributed to the development of young Filipinos by instilling values, fostering a sense of patriotism, and promoting social responsibility.
Divine Word College of Calapan offers and implements three NSTP components. The CWTS focused to the general welfare and the betterment of life of the members of the community as well as for the enhancement of their facilities, especially those devoted to improving health, education, environment, entrepreneurship, safety, recreation and morale of citizenry and other social welfare services. LTS, on the other hand is a program designed to become teachers of literacy and numeracy skills to school children, out of school youth. ROTC provides military training to incoming freshmen students to motivate, train, organize and mobilize the latter for national defense preparedness.

The non-military program components of NSTP, as a citizenship training and capability building scheme for the youth, develop the ethics of service, nationalism and altruism through the pro-active community development

Transformation of the young into responsible citizens imbued with the values of Maka- Diyos, maka- Bayan, maka-Tao at maka- Kalikasan for local and national development
ROTC
The Reserve Officers’ Training Corps (ROTC) program aims to develop students’ leadership skills, discipline, physical fitness, and military training. It prepares them for possible future military service or for serving as reservists. ROTC participants undergo military drills, classroom instruction on military science, leadership training, and participate in community projects related to defense and security.
LTS
The Literacy Training Service (LTS) program focuses on promoting literacy and numeracy skills among communities with low literacy rates. Students engage in activities such as teaching basic literacy to out-of-school youth and adults, assisting in community libraries, conducting educational campaigns, and promoting the importance of education. LTS aims to improve the literacy levels of marginalized individuals and contribute to the overall development of communities.
CWTS
The Civic Welfare Training Service (CWTS) program emphasizes community engagement and social responsibility. It involves students in various community projects and activities that address the needs and issues of local communities. CWTS participants may be involved in environmental conservation projects, disaster preparedness and response initiatives, health promotion campaigns, community organizing, and other activities that contribute to the welfare of the community.
Orientation and Training Sessions
NSTP holds orientation meetings at the start of each semester to inform students about the program’s aims, requirements, and the various service options offered (ROTC, LTS, CWTS). Training workshops may also be organized to acquaint students with program guidelines, safety regulations, and the fundamental skills needed for their chosen component.
Community Outreach Programs
Community outreach programs are an integral part of NSTP. These events involve students actively participating in various community service projects aimed at addressing local needs and improving the well-being of marginalized communities. Some examples of community outreach programs include:
- Literacy campaigns and tutorials for children and adults.
- Environmental initiatives such as tree planting, coastal cleanups, and recycling drives.
- Health and wellness campaigns promoting proper hygiene, nutrition, and disease prevention.
- Disaster preparedness and response activities, including drills and awareness campaigns.
- First Aid and Basic Life Support Training
Leadership Seminar
NSTP often organizes leadership training/ seminar to enhance students’ personal and professional development. These events focus on building essential skills such as communication, problem-solving, decision-making, and teamwork. Students engage in interactive activities and discussions to improve their leadership abilities and interpersonal relationships.
Field Visits and Immersion Programs
Field visits and immersion programs provide students with firsthand experience and exposure to different communities, cultures, and social issues. Students may visit rural areas, indigenous communities, or urban slums to gain a deeper understanding of societal challenges and actively contribute to community development projects.
Seminars and Talks
NSTP arranges seminars and talks featuring guest speakers from various fields. These events aim to educate students on relevant social, cultural, environmental, and political issues. Guest speakers may include experts, scholars, community leaders, or government officials who provide valuable insights and facilitate discussions on pressing topics.
